Montenegro will end visa-free travel for citizens of Russia, Belarus and Turkey as part of its efforts to fully align its visa policy with the European Union.
Beginning November 1, 2026, citizens of the three countries will need a visa to enter Montenegro, travel through its territory or stay in the country.
The Montenegrin government formally adopted the information regarding the termination of the existing visa-free agreements.
Montenegro Visa-Free Travel Rules Change November 1
The new Montenegro visa-free travel rules stem from amendments to the country’s visa regulations adopted by the government on July 23.
Those amendments established November 1 as the date when visa requirements for citizens of Russia, Belarus and Turkey will take effect.
The decision is part of Montenegro’s obligation to bring its visa regime into full alignment with the policies and standards of the European Union.
The change will affect regular passport holders traveling from the three countries.
New Passport Agreement With Turkey Planned
While ending the broader visa-free arrangement with Turkey, Montenegro also plans to begin negotiations on a new agreement covering holders of diplomatic, official and special passports.
If concluded, the agreement would establish separate travel rules for Turkish citizens holding those categories of passports.
The government’s decision represents another measure connected to Montenegro’s continuing integration with the European Union and the gradual alignment of its national regulations with EU policies.
