The United States and European governments are discussing a Ukraine peace plan that could offer security guarantees and economic benefits to Kyiv and Moscow. The proposal could also require difficult territorial compromises.
Washington Post columnist David Ignatius reported the details on October 12, citing a US official familiar with the negotiations.
The initiative remains under discussion. Neither Ukraine nor Russia has agreed to the proposed settlement.
Ukraine Peace Plan Includes Four Major Proposals
US envoys Jared Kushner and Steve Witkoff hosted a six-hour meeting in Florida last Friday.
Ukrainian officials attended alongside representatives from Britain, France and Germany.
According to The Washington Post, negotiators are discussing four main elements.
The first involves rebuilding Ukraine after the war. The World Bank and investment firm BlackRock could help develop a financial framework for reconstruction.
Negotiators have asked Kyiv to estimate rebuilding costs and explain how it would protect the funds against corruption.
The second element involves security guarantees.
Under the proposal, the United States and European countries would promise a military response if Russia attacked Ukraine again.
A US official compared the proposed guarantee to NATO’s Article 5, which provides for collective defense.
The third element involves energy cooperation.
Negotiators have discussed a possible pipeline carrying Russian oil and gas to Europe. Ukraine and Russia could share revenue from the project.
The arrangement could also establish conditions for gradually lifting economic sanctions against Russia.
The fourth element concerns territory.
The proposal would establish a ceasefire along the existing front line. Russia would retain control of Ukrainian territory it currently occupies, including parts of the Donbas region.
Ukraine has not agreed to such an arrangement.
Trump and Zelensky Disagree Over Russian Oil Refineries
The diplomatic effort comes amid tensions between US President Donald Trump and Ukrainian President Volodymyr Zelensky.
Trump wants both Ukraine and Russia to stop attacking each other’s oil refineries.
According to The Washington Post, American negotiators asked Ukraine to suspend its refinery attacks during the Florida meeting.
Ukrainian strikes have damaged Russian energy infrastructure and increased pressure on Moscow’s economy.
Zelensky has resisted the request, while Trump has reached a diesel agreement with Russia.
The White House has also threatened to suspend intelligence support for Ukraine.
Despite the disagreement, European representatives reportedly remain committed to the negotiations.
A major question is whether Russian President Vladimir Putin would accept a ceasefire without achieving Moscow’s broader military objectives.
The proposed Ukraine peace plan remains uncertain. Its success would depend on agreements over territory, security guarantees and the future economic relationship between Russia and Europe.
