East Harlem Chosen for First City-Backed Grocery Store as Mamdani Defends Costly Plan

New York Mayor Zohran Mamdani has identified East Harlem as the first location for the city’s planned network of publicly backed grocery stores, placing one of his signature affordability proposals under closer public scrutiny. The first site, La Marqueta, will require demolition and reconstruction, with an estimated cost of $30 million and an expected opening in 2029. The broader plan calls for one store in each borough, backed by a $70 million city initiative.

Mamdani has presented the project as a response to the growing cost of basic food, arguing that the city should guarantee lower prices on essential household items rather than leave struggling families dependent on emergency food support alone. Under the model, the city would provide the land or leased space and cover construction or renovation costs, while private operators would handle day-to-day management.

Supporters say the proposal addresses a real need. Food assistance groups working with low-income New Yorkers argue that pantry programs, while important, are not a lasting answer to rising hunger and unaffordable groceries. For them, the city’s intervention could help make staples more predictable and accessible for families under pressure.

Critics, however, question whether the idea is financially sound or operationally realistic. Concerns have focused on the burden to taxpayers, the possibility of supply shortages, and whether the city would be better off supporting existing independent supermarkets rather than building a new municipal retail structure from scratch.

For now, the East Harlem store stands as both a test case and a political gamble. Mamdani says other locations could open sooner by using existing buildings, while he expects the La Marqueta site to open later in his term. But before any of that happens, the plan will need City Council approval not only for the concept itself, but also for the public money required to make it happen.
