South Carolina Governor Henry McMaster appointed Darline Graham Nordone, the sister of the late Senator Lindsey Graham, to temporarily fill his vacant US Senate seat on Monday, preserving Republicans’ narrow 53-47 majority as Congress returns from its July 4 recess to confront urgent defense and national security legislation. Nordone, who was President Donald Trump’s preferred choice for the position, is expected to be sworn in as early as Tuesday, becoming the first woman to represent South Carolina in the Senate. In emotional remarks at the Statehouse in Columbia, Nordone said of her brother, who raised her after their parents died when he was barely out of his teens, “Lindsey has always been there for me, and now I will be there for him.”
The appointment comes at a critical moment for Senate Republicans, who are effectively operating with a minimal 51 seat working majority due to the simultaneous absence of both Graham and Senator Mitch McConnell. McConnell, the 84 year old Kentucky Republican and longest serving party leader in Senate history, has been hospitalized since mid June after a fall and subsequent development of mild pneumonia, and has not cast a vote since June 11. He issued a statement Sunday saying he had moved to a rehabilitation center and remains determined to return, but provided no timeline. The dual absence creates immediate procedural hurdles for Majority Leader John Thune, who must navigate a compressed four week summer session to pass the National Defense Authorization Act, a new Russia sanctions bill championed by Graham, and consider Trump’s nomination of Todd Blanche as attorney general. Also pending is the renewal of a lapsed Foreign Intelligence Surveillance Act program and a September 30 deadline to fund the federal government for fiscal year 2027.
The loss of Graham specifically complicates multiple legislative fronts. As chair of the Senate Budget Committee, Graham had been pushing a new budget package to circumvent Democratic opposition and advance Republican priorities including additional defense funding, tax cuts, and voter restrictions. His death also removes a key Republican voice on the Judiciary Committee at a moment when Blanche’s confirmation faces scrutiny over his promotion of a now defunct $1.8 billion “anti weaponization” fund. McConnell’s absence from the Rules Committee creates a potential partisan deadlock, eight Republicans and eight Democrats, that could stall processing of Trump’s nominees for the Election Assistance Commission, which the president recently purged of its last three members ahead of the November midterms. McConnell had also declined to advance Trump’s SAVE America Act voter ID bill, and his empty chair may now prevent the committee from acting on any new nominations.
Nordone’s appointment is temporary, filling only the remainder of Graham’s term through early January. The South Carolina Republican Party will hold a special primary on August 11, with a potential runoff on August 25, to select a nominee for the November 3 general election against Democrat Annie Andrews. It remains unclear whether Nordone will seek the full six year term, she has worked as an optician and at various state agencies, including the South Carolina Commission for the Blind, and holds a master’s degree in rehabilitation counseling. The scramble to replace Graham permanently has already drawn interest from figures including Lieutenant Governor Pamela Evette, Representatives Nancy Mace and Ralph Norman, and former Governor Mark Sanford. For now, the Senate opened Monday with Graham’s desk draped in black and a vase of white flowers atop it, a somber reminder that even as the institution grapples with wars abroad and political wars at home, it has lost one of its most consequential and controversial voices at the moment he was needed most.
