President Donald Trump has invoked the Defense Production Act to give federal officials greater authority to restrict exports of electronic waste containing critical minerals. The move is designed to encourage more recycling inside the United States while reducing dependence on China for materials considered important to national security, defense production and advanced industries.
The new determination allows the Commerce Department to develop rules aimed at keeping old batteries, electronic components and other forms of e-waste containing recoverable minerals in the country. The administration’s argument is that recycling materials already present in the U.S. could provide a faster way to strengthen domestic supplies than waiting years for new mines and processing facilities to be developed.
The policy comes as Washington intensifies efforts to reduce exposure to Chinese controlled mineral supply chains. Critical minerals such as lithium, tungsten and rare earth elements are used in batteries, electronics, renewable energy systems and defense equipment, making access to reliable supplies an increasingly important economic and national security issue.
E-Waste Becomes Part of U.S. Critical Minerals Strategy
The United States currently exports large quantities of electronic waste, much of which contains materials that can potentially be recovered and reused. Supporters of the new policy argue that sending these products abroad means the U.S. is effectively losing a domestic source of valuable minerals that could otherwise be processed and returned to American manufacturing and defense supply chains.
The issue is particularly significant for tungsten, a metal with important industrial and military applications. The United States has not commercially mined tungsten since 2015, while China remains a dominant global producer. Recovering tungsten from discarded products and industrial waste could therefore provide an additional domestic source at a time when Washington is seeking alternatives to Chinese supplies.
The administration’s latest action follows several other measures designed to strengthen U.S. control over critical mineral supply chains. Earlier this year, the government cited national security concerns in examining imports of processed critical minerals and related products. More recently, additional restrictions have targeted defense contractors seeking exceptions to rules limiting purchases from prohibited foreign suppliers.
The strategy reflects a broader shift toward what policymakers sometimes describe as “urban mining”, recovering useful materials from products that have already been manufactured and discarded. Rather than relying exclusively on new mining projects, the approach seeks to extract minerals from batteries, electronics, magnets and other waste already circulating in the U.S. economy.
That approach has gained support from analysts who argue that new mines and processing facilities can take many years to develop. Recycling infrastructure, if expanded successfully, could potentially provide additional supplies much sooner while also reducing the amount of valuable material lost through overseas e-waste exports.
The federal government has already invested heavily in technologies designed to recover critical minerals from waste. The Department of Energy has committed significant funding toward commercial recovery of rare earth elements from waste streams, while other programs are researching ways to extract minerals from industrial wastewater.
However, the recycling industry faces its own financial and technological challenges. Several North American battery recyclers have encountered serious difficulties, demonstrating that building a commercially viable domestic recycling network can be complicated. Other companies are continuing to develop facilities that could expand the country’s ability to recover materials from used batteries and electronic products.
The Trump administration’s e-waste exports policy therefore represents more than an environmental measure. It is increasingly being treated as part of a national security strategy aimed at securing access to minerals needed for American manufacturing and defense while limiting dependence on foreign suppliers.
If the policy succeeds, discarded electronics could become a more important source of raw materials for U.S. industry. Keeping these resources within the country could help strengthen domestic supply chains, although the long term impact will depend on whether American recycling companies can develop enough capacity to collect, process and recover the minerals efficiently.
The move ultimately reflects a growing recognition in Washington that critical mineral security depends not only on mining but also on recovering resources that are already available. By restricting e-waste exports, the administration is attempting to turn America’s growing stream of discarded electronics into a strategic resource and another tool for reducing China’s influence over global mineral supply chains.
