Serbia Places Croatia on “Travel Only if Necessary” List

Serbia has classified Croatia among destinations where citizens are advised to travel only in cases of necessity, according to the latest travel advisory issued by the Ministry of Foreign Affairs of Serbia.

Under the ministry’s updated travel “traffic light” system, Croatian travel risks are marked with an orange warning, meaning trips should be avoided unless essential. In contrast, Albania falls under the yellow category, which allows travel but recommends additional caution.

Several other countries in the region, including Bulgaria, Greece, and North Macedonia, are classified as safe for travel, similar to destinations such as the United States and Turkey. Travel to Israel, however, is strongly discouraged.

The Serbian Foreign Ministry urged citizens planning to travel abroad to check the latest safety information about their destination or transit country in advance. An updated travel advisory map is available on the ministry’s official website.

Countries are categorized into four color-coded risk levels, ranging from green, which indicates low risk, to red, representing a serious warning against travel.

Authorities say the purpose of the system is to keep citizens informed about potential risks, including political instability, health concerns, or general security threats. The risk assessments are updated regularly in line with global developments, and travelers are advised to review the information shortly before departure.

The red category includes countries where travel is not recommended due to security concerns. Among the 23 countries listed are several in the Middle East, including Bahrain, Israel, Iraq, Iran, Yemen, Jordan, Qatar, Kuwait, Lebanon, Oman, Palestine, Saudi Arabia, Syria and the United Arab Emirates.

Other countries on the red list include Ukraine, Afghanistan, Libya, Guinea-Bissau, South Sudan, Mali, Somalia, Sudan and the Central African Republic.

The orange category, which advises travel only in exceptional circumstances, includes 28 countries, with Croatia being the only European country listed there.

The yellow category, recommending additional caution, includes 61 countries, among which Albania is the only European destination.

All other countries fall under the green category, which allows travel with standard precautionary measures.

The inclusion of Croatia on the orange list has sparked surprise in both Croatia and Serbia, especially after the Serbian Foreign Ministry issued an explanation that initially attracted little public attention.

According to the ministry, the recommendation was issued “due to recent developments in Croatia and increasingly frequent incidents, tensions, and unfavorable security circumstances.”

The advisory urges Serbian citizens who must travel to Croatia to avoid public gatherings and places where provocations may occur, exercise caution in communication, and take additional care of their personal safety and property.

The ministry also warned that organized visits — particularly those involving sports teams and cultural delegations — may pose additional risks. Sports federations and cultural organizations are therefore advised to consult relevant authorities before traveling to assess potential security threats and take preventive measures.
