Macedonia Signs Cooperation Memorandum with Oracle, Offering Citizens 200+ Hours of Free Digital Training

The Ministry of Digital Transformation of Macedonia has signed a Memorandum of Cooperation with Oracle aimed at advancing digital skills, training, and reskilling opportunities for citizens.

Through this partnership, citizens will gain access to more than 200 hours of free digital learning content tailored to all knowledge levels. The initiative is designed to help individuals acquire new skills, upgrade existing competencies, and unlock new opportunities for employment, career development, and professional retraining.

A key target of the cooperation is to train 10,000 citizens over the next three years, with a strong focus on enabling a significant number of participants to obtain internationally recognized certifications. This is expected to boost employability, strengthen competitiveness in the labor market, and support the overall growth of the national economy.

As a global leader in digital solutions, Oracle enters into this strategic partnership to enhance digital skills, strengthen human capital, and accelerate the country’s digital transformation.

The memorandum was signed with Oracle Vice President Pierre-Alain Baetz, marking the beginning of expanded cooperation that connects education, institutions, and citizens with modern technological knowledge, practical tools, and learning programs in areas such as cloud technologies, artificial intelligence, cybersecurity, and data management.

Minister of Digital Transformation Stefan Andonovski emphasized that this partnership represents a concrete step in one of the ministry’s key priorities—developing digital skills and investing in people as drivers of change.

“Digital transformation does not begin with technology but with people. At a time when the digital economy is evolving at an unprecedented pace, a country’s greatest asset is not technology, but the people who know how to use it,” Andonovski stated.

He added that the collaboration with Oracle is a strategic tool for bridging the digital skills gap and a direct investment in the knowledge, opportunities, and competitiveness of Macedonian citizens.

The cooperation is structured around two complementary pillars. The first is Oracle Academy, which will connect higher education institutions with modern technologies and practical content, ensuring students gain skills aligned with industry needs and the real labor market.

The second pillar is the Oracle University Skills Development Initiative, aimed at the broader public. For the first time, it introduces a structured system for training, upskilling, and reskilling citizens, including through the National e-Services Portal managed by the Ministry as one of its key projects.
