Montenegro will introduce new visa rules from November 1, 2026, as the country aligns its visa policy with European Union standards. The changes will affect citizens of several countries that previously had visa free access to Montenegro.
Under the new regulations, citizens of Belarus, China, Russia, Saudi Arabia and Türkiye will need a visa to enter Montenegro starting from November 1. The government said the decision is part of the country’s efforts to meet EU requirements and strengthen its path toward European integration.
Montenegro’s Ministry of Foreign Affairs stated that the updated visa policy fulfills one of the important conditions related to the EU accession process and allows the country to meet commitments under the European Union’s Growth Plan for the Western Balkans.
Authorities also announced measures to make the application process easier for foreign visitors. The country is working on improving visa services, including expanding access through visa application centers and developing a system compatible with EU standards.
The changes are expected to have an impact on travelers from the affected countries, many of whom visit Montenegro for tourism, business and longer stays. Officials say the goal is to balance easier travel procedures with stronger border management and security standards.
