The Higher Court in Niš has released the names of 18 people pardoned by former Serbian President Aleksandar Vučić in cases that were pending or had previously been heard before the court.
The decisions were delivered to the court by Serbia’s Ministry of Justice on November 2, 2026. They include 15 people prosecuted in a corruption case, former Niš City Assembly president Igor Novaković, retired Serbian Army General Milosav Simović and former gynecologist Bratislav Todorović.
Fifteen People Pardoned in Niš Corruption Case
Fourteen defendants were released from prosecution for the continued abuse of office committed jointly, while Snežana Radivojević was released from prosecution for abuse of office in complicity.
The case involved former members of the Niš Emergency Management Headquarters. Investigators suspected that private companies had been hired to perform work on the city’s water and sewage networks without following public procurement procedures.
The pardoned defendants are Srđan Mitrović, Vladislava Ivković, Ivan Mihajlović, Nenad Stanković, Dragan Trajković, Slavoljub Živadinović, Aleksandar Tričković, Miloš Arsić, Sanja Stojanović, Dušica Davidović, Miloš Petrović, Goran Milosavljević, Milorad Jerkan, Miodrag Stojanović and Snežana Radivojević.
According to earlier allegations, the contracts were awarded to private companies at prices significantly higher than market rates. The disputed work allegedly caused more than 843 million Serbian dinars, approximately $7.2 million, in damage to the Niš city budget.
Novaković, Simović and Todorović Also Pardoned
The pardons in Niš also include Igor Novaković, the former president of the Niš City Assembly. He had been sentenced to 18 months in prison for abuse of office connected to his earlier management of the public company Jugoistok.
Under the pardon, Novaković will not serve the prison sentence or face a five-year security measure, provided that he does not commit another criminal offense within the next five years.
Retired General Milosav Simović was released from a six-month home detention sentence imposed for mishandling classified military information. A two-year security measure against him was also revoked.
Bratislav Todorović, a former gynecologist at the Niš Clinical Center, was granted rehabilitation in connection with a 2014 bribery conviction.
All the pardon decisions took effect on the dates they were issued. The Higher Court in Niš said that it would proceed in the affected cases in accordance with Serbian law and the relevant regulations.
